ENUGU, Nigeria (VOICE OF NAIJA) – The Carmelite Prisoners’ Interest Organisation (CAPIO) is pushing for the adoption of non-custodial sentencing to address minor offenses in Enugu State.
This move aims to promote restorative and transformative justice within the state.
During a visit to the State Attorney-General and Commissioner for Justice, Dr. Kingsley Udeh, CAPIO’s Executive Director, Rev. Fr. Jude Isiguzo, emphasized the significance of non-custodial sentences.
He pointed out that victims often prioritize the return of stolen items and restoration of damages over the punishment of the offender.
Fr. Isiguzo stressed the importance of embracing non-custodial sentencing as outlined in the Enugu State Administration of Criminal Justice Law (ACJL).
He also highlighted the need for prompt legal opinions and the execution of the Attorney General’s decisions to expedite the justice process.

CAPIO’s Executive Director introduced the forthcoming “Centre for Hope” at Oji River. This center, nearing completion, will play a crucial role in rehabilitating and reintegrating ex-prisoners into society after they have served their sentences.
Dr. Kingsley Udeh, the Attorney General and Commissioner for Justice, commended CAPIO’s efforts and expressed the Ministry of Justice’s commitment to collaborating with the organization.
He reiterated that innovative and transformative justice aligns with the vision of Governor Peter Mbah’s administration.
By advocating for restorative and transformative justice through non-custodial sentencing, CAPIO and Enugu State’s Ministry of Justice aim to shape a more balanced and efficient justice system.
The session saw the presence of key figures, including Rev. Fr. Philip Kusimo (OCD), Deputy Director of CAPIO, and senior officials of the organization. Barr. Ngozi Ikem-Okoye, the Director of Public Prosecution from the Ministry of Justice, extended gratitude for the partnership between MOJ and CAPIO, assuring a continued strong relationship.
