ENUGU, Nigeria (VOICE OF NAIJA)- The Kwankwasiyya Movement has urged the Presidency to launch a full investigation into the controversy surrounding the alleged Presidential Foreign Intervention Promotion Council (PFIPC), insisting that the issue has evolved beyond the actions of one individual to become a major test of government transparency and accountability.
The group made its position known in a statement issued on Saturday by its spokesperson, Habibu Mohammed, amid growing public scrutiny over the inclusion of the controversial council in the 2026 federal budget despite repeated denials by the Presidency that such an agency exists.
According to the movement, the Presidency had publicly disowned the council and distanced itself from individuals claiming to represent it, yet reports indicating that more than N1 billion was appropriated for the body in the 2026 Appropriation Act have raised questions that require immediate answers.
Describing the development as a matter of public accountability rather than personal misconduct, the movement said Nigerians deserve a clear explanation of how the council found its way into the national budget if it was never legally established.

“This is no longer about one man. It has become a question of public accountability,” the statement said.
The group questioned the process that led to the budgetary allocation, asking who proposed and approved the funding, which government offices handled the documentation, and whether any public funds had already been released or committed to the council.
It also queried how allegedly forged official documents could have been used for an extended period without being detected.
The movement stressed that the Tinubu administration came into office promising institutional reforms, responsible governance and the Renewed Hope agenda, adding that those commitments should be reflected in the government’s handling of the controversy.
It warned that attempts to remain silent or shift responsibility could further erode public confidence in government institutions.
The group also expressed concern that the controversy could damage Nigeria’s image among foreign investors, noting that investors assess not only economic policies but also the credibility and integrity of public institutions before making investment decisions.

It called on the Presidency to publicly disclose details of the budget provision, including how the allocation originated, the administrative processes that produced it and the safeguards being introduced to prevent similar incidents in the future.
The movement further urged the National Assembly, anti-corruption agencies and other oversight institutions to carry out an independent investigation into the matter.
It maintained that every naira appropriated belongs to Nigerians and that all public institutions must remain accountable, insisting that the public deserves a comprehensive explanation of the PFIPC controversy without further delay.
