Lagos, Nigeria (VOICE OF NAIJA)- The Nigerian Content Development and Monitoring Board (NCDMB), in collaboration with Shell Nigeria Exploration and Production Company (SNEPCo) and Lagos Deep Offshore Logistics (LADOL), has launched a 12-month Human Capacity Development (HCD) programme aimed at preparing young Nigerians for careers in oil and gas supply base operations.
The initiative, which commenced at the LADOL Free Zone in Apapa, Lagos, will provide 12 selected participants with a blend of classroom instruction and hands-on industry experience in key areas such as logistics, procurement, trade facilitation, and supply chain management.
Speaking at the inauguration, NCDMB Executive Secretary, Engr. Felix Omatsola Ogbe, represented by the Board’s General Manager, Human Capacity Development, Alexis Emelle, described the programme as a strategic investment in Nigeria’s future workforce and the long-term sustainability of the energy sector.
According to Emelle, the initiative underscores NCDMB’s commitment to building a highly skilled local talent pool capable of meeting the evolving demands of the oil and gas industry. She urged the trainees to approach the programme with dedication, professionalism, and a strong commitment to excellence.

“The industry requires professionals who are reliable, adaptable, and solution-driven. Every lesson, task, and practical experience should be viewed as an opportunity to build both competence and character,” she said.
Representing SNEPCo, the company’s Nigerian Content Manager, Obiajulu Onochie, highlighted human capital development as a critical pillar of operational excellence. He commended NCDMB for its leadership in capacity building and noted that the success of Nigeria’s local content agenda depends largely on sustained investments in people.
Onochie disclosed that SNEPCo has supported several training programmes this year, covering fields such as cybersecurity, NEBOSH certification, blockchain architecture, and subsea engineering, reaffirming the company’s commitment to developing Nigerian talent for the energy industry.
A representative of LADOL emphasized the importance of local content to indigenous enterprise growth, stating that the company’s emergence as a leading logistics hub was made possible by Nigeria’s local content policy framework. The representative pledged continued support for initiatives that strengthen local expertise and create employment opportunities for young Nigerians.
The 12 beneficiaries were selected through a rigorous two-stage screening process and will receive practical training designed to enhance their competencies in supply base operations while contributing to the growth of Nigeria’s local content capacity.
Speaking on behalf of the participants, Olaniye Sodiq expressed appreciation to NCDMB, SNEPCo, LADOL, and the programme partners for investing in their development. He pledged that the beneficiaries would maximize the opportunity and contribute meaningfully to the oil and gas sector upon completion of the training.
The programme forms part of NCDMB’s broader strategy to deepen local content participation by aligning workforce development initiatives with industry requirements and creating pathways for Nigerians to access high-value opportunities across the energy value chain.
